The number of international scientific papers cited surpassed Germany and Britain for the first time, ranking second in the world. The number of invention patent applications and grants ranks first in the world, and the number of effective invention patents ranks third in the world. The volume and quality of commercialization of scientific and technological achievements increased, and the value of technology contracts nationwide reached 1.3 trillion yuan. The contribution of scientific and technological progress to economic growth rose to 57.5 percent from 52.2 percent in 2012, and China’s rank in innovation capacity rose to 17th from 20th in 2012.

Spending on basic research increased rapidly, from 49.9 billion yuan in 2012 to 82.3 billion yuan in 2016, an increase of 65 percent. In 2016, the full-time equivalent of r&d personnel reached 3.878 million people per year, an increase of 19.4 percent over 2012, ranking first in the world.
