On January 22, the National Development and Reform Commission (NDRC) held this year’s first scheduled theme press conference. Innovation and new drivers of growth were frequently cited at the conference, conveying the strong sense of “new” in the Chinese economy. Yan Pengcheng, spokesman for the National Development and Reform Commission (NDRC), said China has vigorously implemented the innovation-driven development strategy over the past five years, with an average annual growth rate of more than 11 percent in r&d spending and the contribution of scientific and technological progress from 52.2 percent to 57.5 percent.

In the coming years, China will make major moves in innovation and development. According to the NDRC, a number of national industrial innovation centers will be set up this year in strategic areas related to the development of digital economy, biological economy and green economy, such as integrated circuits, advanced computing and biological breeding. To study and formulate innovative development strategies for intelligent vehicles; We supported 56 projects in the Internet Plus, artificial intelligence, and digital economy sectors to further advance innovation and development of cutting-edge technologies.

The contribution of new driving forces exceeded 30 percent

China’s economy grew 6.9 percent in 2017. In this regard, Yan Pengcheng pointed out that the evaluation of the 6.9% in 2017, to comprehensively look at the stable economic performance, better than expected, not only to see the growth picked up, two-way fluctuations, the most important is to see that the quality, efficiency and structure behind the growth rate, compared with the past has been significantly improved and improved. To be specific, positive changes in four aspects contributed to 6.9% of gold content in 2017. First, the structural adjustment effect is continuing to emerge; Second, the shift from old to new drivers of growth is accelerating. Third, the vitality of market players is being released continuously. Fourth, macroeconomic regulation is improving.

Among the four major positive changes, the replacement of old drivers of growth with new ones continues to be a highlight. CNBC, a well-known US financial channel, quoted experts as saying that The Chinese economy is in a period of coexistence of the new economy and the traditional economy. Besides the traditional economy, there are dynamic new economic drivers such as e-commerce and Internet finance. At a time when new drivers of economic growth are being replaced by new ones, creative forces are playing an important role, growth drivers are being unleashed and the new economy continues to gain strength.

In 2017, emerging industries flourished, the integrated development of Internet Plus and the real economy accelerated, and new businesses such as the sharing economy, online shopping, mobile payment and genetic testing led the world, Yan said. Some regions took the lead in making breakthroughs in transformation, upgrading and fostering new drivers of growth, and are steadily moving out of the painful period of structural adjustment, setting an example for high-quality economic development. According to estimates by relevant institutions, the contribution of new drivers to economic growth exceeds 30 percent.

The development of intelligent vehicles has taken off

In the process of accelerating the shift from old to new drivers of growth, new products continue to emerge. Yan pengcheng said that at present, a new round of scientific and technological revolution and industrial transformation are booming, and intelligent vehicles have become the strategic direction of the development of the automobile industry.

According to the National Development and Reform Commission, the development of smart vehicles in China has started. With the continuous enhancement of the independent development capacity of China’s automobile industry, the extensive application of information technologies such as communication, network and navigation, and the acceleration of the construction of intelligent road traffic and urban management systems, backbone enterprises in the fields of automobile, Internet and communication seize the development opportunities of intelligent vehicles and keep up with the global development trend. At present, vehicle enterprises have mass production models with driving assistance function, Internet enterprises continue to promote automatic driving operating system, communication enterprises in vehicle-mounted communication systems and chips and other aspects of the research and development efforts and made encouraging progress.

Yan Pengcheng pointed out that around the promotion of China’s intelligent vehicle innovation and development, will focus on the following three aspects of work: one is to develop the overall strategy; Second, the establishment of a national platform; Third, breakthroughs in key technologies. We are building a national platform for innovation and development of intelligent vehicles with a market-oriented operation model to form a synergy for development. The National Development and Reform Commission has organized the implementation of a new round of three-year action plan to enhance the core competitiveness of the manufacturing industry, and put forward an implementation plan to realize the industrialization of key intelligent vehicle technologies. It has focused on weak links such as on-board chips and automatic driving control systems, coordinated funding channels, and supported leading enterprises to vigorously promote the industrialization of key technologies.

56 projects to strengthen innovation

“In order to strengthen the Internet +, artificial intelligence, and other areas of the frontier technology innovation, and accelerate the development of digital economy, we organize the implementation of the” Internet + 2018, artificial intelligence, innovation and development, and digital economy pilot major projects, and entrust the third party application to various local and enterprise project has carried on the review of final support of 56 project.” Yan pengcheng said.

The 56 projects will focus on three areas, according to the NDRC. First, the Internet Plus area. We will focus on supporting the development of the “Internet Plus” public service platform, improving new infrastructure such as the Internet of Things and cloud computing, and promoting the integration of the Internet with manufacturing. Second, artificial intelligence. Focus on supporting breakthroughs in key technologies in the field of artificial intelligence such as deep learning, speech recognition, face recognition, machine vision and logical reasoning. Third, digital economy. We will give priority to supporting various regions in demonstrating the integrated and shared application of government information systems, promoting big data collection, processing, analysis and mining in areas such as medical care, transportation, finance, logistics and environmental protection, and organizing cooperation projects on the digital Silk Road with countries involved in the Belt and Road Initiative.

“We hope that through the implementation of this major engineering project, we can further promote the development of cutting-edge technology innovation, promote the innovation of government management and social governance model, and drive the in-depth integration of relevant industries and the digital economy with typical demonstration in key areas, which will play an important role in promoting the healthy and rapid development of the digital economy.” Yan pengcheng said.
